Last major change for a while

Fixed up the major issues, intro date now 1895, I was trying to make it 1900 but stuffed up somewhere and I can't be bothered fixing it. Most features now work properly, buildings spawn til 1949, and only in scenario editor/new games as non growables from 1950 onwards.

i fix the glaring oversight with my last release that small buildings 1-5 and chicago school haves nots the spawnings during gameplay, only in scenario editor

New feature! For new games created outside of the new spawnable range of the buildings normally towns will spawn with special spawns of all the big buildings; these can't be removed by towns and will only appear on map creation. Basically I've been playing a lot of games starting in the Year 2000 lately and was annoyed at not having any of the sets buildings be spawned.

I guess this is an actual release.
