Shipit is a critical part of rubygems.org operations, but we have no visibility into its health. When it breaks, we find out from a frustrated engineer, not an alert.

This PR integrates Datadog monitoring into Shipit, Now we can build automated alerting and catch deploy pipeline incidents before they become blocking.
