Fix the staging the blast nt database

Backported this from dev so that we can do a quick 0.10 release – I need more time to test dev/0.11

The test snapshots update is independent of this change. Somehow, between 17th Apr and 14th May, the pipeline started capturing NC_060066.1 as a name for chromosome 1. It may have been an API bug at the NCBI because I don't see any change at the assembly level
