Saquib enabled ENABLE_PROVENANCE_CHECK + OPENAI_API_KEY in Vercel production ahead of full legal sign-off, accepting the residual risks. Updates ADR 002 so the written record matches what is deployed, and keeps the client-attested age-gate bypass and Redis rate-limit as explicit open follow-ups while live.
