This PR adds support for a symbols fallback font, and creates a subset TTF file containing only the symbol ranges we desire. Because of this the shipped size is 26kB rather than 672kB.
The change to the viewer installed size becomes a rounding error as a result, and support is restored for symbols previously supported in viewer versions 6.x and earlier.
Font file size output by this PR, adding support for these (and more!) symbols does not come at a very high cost.
If merged and implemented, closes secondlife/viewer#4026
