Investigate publishing to Red Hat Ecosystem Catalog

We've not been able to publish our Docker images to the Red Hat Ecosystem Catalog (using the RH automated build service) since GA. We may be able to begin publishing our images there now that this repository is public.

Sounds like we might want to build the RHEL images using the new universal base image (UBI).
