Docs: Explain when to use sysusers and when to use userdb #30

TL;DR use sysusers when a regular user may need to be part of that group e.g. audio,video,docker

Use userdbctl for self-contained services where the user doesn't need to be part of the group

Until systemd-homed sees wide adoption we'll need to continue to use sysusers where appropriate.
