Allowing superuser to create pattern feature template based on existing pattern features (in table)

When the superuser is logged on and on the userhome page, they should be able to create a project template (that specifies which features are used using the patterns feature table). (Ideally you'd develop the tables that showed the order also — but maybe not worry about that at this point.)

Don't worry about how the UI looks.
