Introduce rv gem NAME command

I did it based on the bundle gem NAME but with less options for the moment, the idea is just introduce the command. If you like the idea then I'd like to also introduce the build and maybe the publish command too.

The presence of bundle gem command caused a lot of naming issues historically. What about something less generic more descriptive like generate, new, init...?

@simi I just follow the plans.md. But you are right, something like:

rv gem new NAME

So other commands can be:

rv gem build and rv gem publish

And you know that you are creating/building/publishing a gem

I like rv gem with subcommands new and build and publish. Great idea, thank you!
