Summary
Adds merge queue coverage for the required develop checks by running the main Test workflow on merge_group events and making its queue runs use stable concurrency and affected-project SHAs.
Updates the required pull request title lint workflow so its merge_group placeholder reports on develop instead of main.
Context
This prepares the repository for enabling Require merge queue on develop while keeping the required check names unchanged.
