Closes the operational credential boundary in #461 after the #551 cutover. This host owns only the manual trigger, least-privilege permission envelope, exact inputs, and explicit existing organization-secret mapping. Validation, candidate lifecycle, exact-head recheck, token acquisition, and check publication execute in the canonical Control reusable workflow. No secrets inheritance and no candidate-controlled execution.
