Sentinel fix for potential Denial of Service (DoS) via large input strings in the Welcome Screen configuration. Added strict length limits to all user input fields.

PR created automatically by Jules for task 5655712300196600303 started by @tblakex01

- Added `MAX_INPUT_LENGTHS` to `constants.ts` to define safe limits for user inputs.
- Updated `WelcomeScreen.tsx` to enforce `maxLength` on name, system instruction, and greeting fields.
- Added `htmlFor` and `id` attributes to form fields in `WelcomeScreen.tsx` to improve accessibility and testability.
- This mitigates potential DoS risks from excessively large input strings.
