update spec-generator location and use it for bikeshed-based specs

spec-generator is moving out of labs and is now supporting bikeshed.
That PR updates the URL of the service and update the generator used for bikeshed specs.

FYI there is also one reference to each of spec-generator and api.csswg.org in test/models/branch.js, but the value of the url field seems to lead to a 400 response.

Thanks @kfranqueiro, I had updated that test file too but I completely forgot to commit it 😕

@tobie any chance you can check that PR? We are planning to discontinue the old URL in 2 weeks and pr-preview is one of the major tools still relying on it.
