Autoupdate pre-commit quarterly

Closes #11.

Let's automate so we don't need manual PRs such as the above. Quarterly should be enough here, rather than the default weekly.

I think https://github.com/apps/pre-commit-ci/installations/12624925 might be the shortcut, I didn't have permission to do it.

Hmm, https://github.com/pre-commit/pre-commit-hooks/releases/tag/v6.0.0 was released two weeks ago (9th August), and https://pre-commit.ci/ says "autoupdate is currently scheduled weekly at approximately 16:00 UTC Monday".

We've had two such Mondays (11th, 18th, not counting today) where it hasn't updated.

Are you sure action-pre-commit-uv is already enabled?

We have a few similarly named repos, and I see for example pre-commit-uv updated last week: tox-dev/pre-commit-uv@c0fa3a6
