📝 docs(availability): separate shipped behavior

Align the published availability contract with service assembly and runtime callers. none and dc remain deployment guidance; HA pages now distinguish wired components from flows that lack a reachable peer layout or runtime caller.

Document the live PyPI admission and receipt paths. Call out the recovery finalizer's missing acknowledgement check and the receipt evidence limits, then distinguish public OpenAPI routes from private peer and control routes.
