Add a version of the Debian Minimal build job using the vSphere-ISO Packer Builder. This file also upgrades the bootloader to EFI.

This pull request adds a Debian Minimal Build Configuration that is built around the vSphere-ISO Packer Builder job. This allows others to build the Debian appliances without having to modify the ESXi hosts. This job also upgrades the system firmware to EFI.
This was tested on vSphere 7.0U3 using VM version 19.
