Add BOOM top-down microarchitecture benchmark and HPM event evaluation

Adds a benchmark for evaluating BOOM top-down microarchitecture analysis counters and validating the new HPM event infrastructure. The benchmark exercises frontend-bound, backend-bound, retiring, and bad-speculation behaviors.
