The new plan reviews this PR in detail (see its "PR #4808 Review" section). Short version of what carries over and what does not:

Adopted from this concept

• The v2→v3 insight that a per-request status flag cannot track propagation progress — granularity must be per unit of work.
• The hard invariant: authorization reads DerivedPermission only, no fallback to Permission — fail closed during propagation lag.
• Revoke > update > grant priority ordering, and the idempotency-fingerprint pattern (mapped to Hatchet task/concurrency keys).
• The grant/update/revoke intent-disambiguation issue found during Epic 3 — pre-empted in the new design by making every recompute a full re-derive, so intent is irrelevant.

Not carried over

• The PendingPermissionOperation table + custom processor: it reschedules the same O(users × hierarchy) per-row work into a queue rather than reducing it. The new plan reduces the work itself (set-based SQL recompute) and uses the existing Hatchet infrastructure for the async part.
• The section 6.3 infra options (CronJob+curl, custom worker, BullMQ) — all predate Hatchet in this repo.

Per maintainer decision this PR stays open as a reference; no action needed here.
