Greptile Summary

This PR updates the GitHub issue templates for bug reports and feature requests. The main changes are:

• Replaces the old bug report template with an expanded issue form.
• Adds a feature request issue form with proposal, scope, impact, and contribution fields.
• Adds issue chooser configuration with blank issues disabled and contact links for questions, ideas, and Slack.
