Bump rustls from 0.23.20 to 0.23.42 so rustls-webpki resolves to 0.103.13 (>=0.103.13), addressing RUSTSEC-2026-0049, RUSTSEC-2026-0098, RUSTSEC-2026-0099, and RUSTSEC-2026-0104.
