Update PD A1 rulebook Chapter 2 & 3 to align with PD A1 JSON schema (v1.0)

• Rewrites Chapter 2 (Attestation Attributes and Metadata) to align strictly with the v1.0 PD A1 JSON schema, replacing the earlier draft attribute tables with schema-derived definitions
• Adds a new §2.2 Definitions section documenting all shared types (addressBase, addressPDA1State, addressWorld, countryCodePDA1States, countryCodeWorld, statusConfirmationCode, etc.)
• Separates application-data attributes (Chapter 2) from encoding/envelope metadata (Chapter 3), replacing the old combined attribute encoding table with a focused envelope claims table and removing the
  outdated example payload
• Updated revocation section 3.2
