This PR provides a technical–legal evidence report on how verifiers and wallet-relying parties establish trust with wallet instances, with dedicated coverage of wallet-to-wallet (W2W) flows and the proposed European Business Wallets (EBW) regulation.

The document consolidates normative sources from the EUDI ARF and eIDAS legal-tech references (CIRs 2977, 2979, 2982, 2025/848; eIDAS Art. 5a/5b) and maps them to ARF High-Level Requirements (RPA_, OIA_, WUA_, W2W_). It highlights the WIA presentation boundary (WUA_24, STS9_30) and notes where CIR 2982 and current TS9/ARF approaches still need harmonisation (Topic J RR).

Section 9 evaluates COM(2025) 838 (EBW proposal) for trust implications: EBW-relying party authentication, wallet unit attestations, EBW↔EUDI interoperability, and relevance to WP4 Track 2 trust profiles.
