"downtime" command will now generate a fixed downtime window, "flexdowntime" will generate a flexible downtime window.

👍 to that. Flexible downtime always seemed hard to reason about to me. |

Retains the old flexible downtime support as the new "flexdowntime" command and switches the "downtime" command over to fixed downtime windows.
