Adds a built-in option for local development to avoid recompiling the RocksDB source as Rust intermediates (and potentially for production suites, too, if they desire).
Addresses the issue: #205
May need to be cleaned up slightly. Input/suggestions are welcome.
Currently x86, ARM, and macOS are all failing the
Nexteststep (for different reasons!), so I need to resolve those issues before marking this as ready for review. See: https://github.com/gamesguru/rust-rocksdb/actions/runs/24068552739
