The aarch64 manylinux_2_28 container is missing `/usr/include/bits/libc-header-start.h`, which causes librocksdb-sys bindgen to fail when parsing /usr/include/stdint.h. The x86_64 container has glibc-devel preinstalled (asymmetric base images), so this only surfaced on the aarch64 matrix entry. Broaden the install line to pull in the full C/C++ dev stack on both yum- and apt-based containers.
