It might be beneficial to use the principles of software development life cycle (SDLC) to help guide project development. Not every stage has to be defined or used, but it may help developers and teams step through the process of developing new features or toolboxes. For smaller pieces like features, developers can likely start at the requirements analysis or design phase, whereas the introduction of a new toolbox would warrant a full SDLC.
