Why It's Good For The Game
Allows admins to intervene on misuse of the power and teach players proper usage, gives a rough guide on how the victim should respond to the telepathy prompt and the evil ass 9 minute cooldown inspired me to separate the cooldowns of implant thoughts and telepathy to allow for more regular usage of implant thoughts.
