Upgrade pnpm/action-setup from v4.2.0 to v6.1.0, pinned to ea17c68df8912ef543352723c149a84f56e3d413, so the reusable lint workflow no longer invokes a Node.js 20 action. Keep selecting the pnpm version from NodeJs-Extensions package.json.
Point lint callers at issue/OSOE-1284 to exercise the updated action, and use the companion GitHub-Actions branch for its changed NuGet workflows.

Validation: verified the pinned action declares node24; changed YAML passed yamllint and workflow files passed actionlint; git diff --check passed.
