Round error handling

The root issues:

1. No error handling if [get_files()] fails in labs.py
2. No fallback mechanism if the local or remote database service fails

The changes I made ensure:

1. Automatic fallback if local database access fails
2. Better logging for debugging
3. Clear error messages
