support multiple configpolicy in Policy

Hi all,

Related to #1640.

Would be awesome to have this to quickly and easily test many ConfigurationPolicy in a Policy.

I'm waiting for a stolostron member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Hi @tomilho ! Sorry we missed this PR. It looks like a good feature to me, but we prefer to have contributions go to https://github.com/open-cluster-management-io/config-policy-controller first. This stolostron repo is really a fork of that repository, although it doesn't show up that way in GitHub.

Can you open a PR on the other repo, and if I'm not automatically assigned just ping me there? Sorry for the trouble
