Reproduction
This PR adds a regression boundary using five complete, pinned open-source Altium boards. It does not change the exporter.
The full EBAZ4205 board contains 20 traces on
inner2, and the full HERON PAY-SSM board contains one. The current Circuit JSON → Altium → Circuit JSON round trip loses those layer assignments, so the tests document the real mismatch while the other three boards guard existing top/bottom behavior.The source fixtures, licenses, revisions, and hashes are documented in
