Fix: Module resolution does not search target.* paths in the manifest

Objective

• Fixes: bevy's bevy_ecs for macros path fails target arch specific dependency config #25278

Solution

• Add logic to search target.*.dependencies and target.*.dev-dependencies

Testing

• The example code in the parent issue now complies without any errors.
